“Creating a Pubic or Private Photography Collection”

Over the last two decades many public and private institutions have opened to the public their photography collections. What are the differences and similarities between the public and private approach to collecting and displaying photography? What does it mean to build an original collection? What are its purpose, its meaning, and its outcome?
